As minister for Canadian Intergovernmental and Indigenous Affairs, Benoît Pelletier has become Quebec's chief spokesperson for constitutional matters. When he accepted this challenge from Jean Charest, he was aware that he was entering a mine field where, for years, members of his own party had refused to tread.
However, with two Doctorate degrees under his belt and ample experience as a constitutionalist as well as being a member of the faculty of law at the University of Ottawa, Benoît Pelletier seems ideally suited for such a position. He not only brings with him lucidity and culture, but also a disarming charm. Could he be successful in reconciling the interests of his province by establishing effective relations with his Canadian counterparts at the federal and provincial levels? Philippe Paquette of Uni.ca met with the Minister in Quebec's Ottawa Office shortly before the launch of the Council of Federation.
